Are you talking Finals at Regional events? Or Finals as in National Championship event?
So now instead of the two top scoring teams battling it our at a regional, the two teams with the best records do at a regional? This transfer to Nationals?

It will apply to the finals of each event. Last year team played for first and second based on total points earned in the prelims. Last year you could potentially not make the finals and have won all of your games. in 2010 that would be impossible.
